A hybrid between public and private housing, ECs can only be purchased by those who meet HDB’s stringent eligibility criteria. They are not open game to the likes of property flippers and foreigners. Applicants must form a family nucleus, or co-apply with other singles, have monthly income not exceeding $14,000 and only for Singaporean or mix S’porean / PR couples.
